Differentiated tuition fees
Since April 2019, the French government has decided to introduce differentiated tuition fees for non-EU students enrolling in a higher education institution to obtain a national degree at bachelor’s or master’s level.
For the 2026-2027 academic year, Paris 1 Panthéon-Sorbonne University will partially apply these tuition fees. In addition to the exemptions listed in the decree, Paris 1 Panthéon-Sorbonne University has chosen to maintain exemptions from differentiated tuition fees in certain cases. This page lists all applicable exemptions and waivers.
Students enrolled in 2025–2026 are exempt from differentiated tuition fees until the end of their degree level (bachelor’s or master’s).
Differentiated tuition fee levels
Tuition fees are set each year by ministerial decree. For reference, the differentiated tuition fees for non-EU students in 2025-2026 are:
- Bachelor’s level: €2,895 per year
- Master’s level: €3,941 per year

Exemptions under the national framework
Non-EU students may be exempt from differentiated tuition fees in certain cases defined by the national exemption framework, as set out in decree No. 2019-344 of 19th April 2019. Students meeting at least one of the following criteria will be exempt:
- Be a national of a member country of the European Union, the European Economic Area (Iceland, Liechtenstein, and Norway), Switzerland, Andorra, Monaco, or Quebec
- Have tax residence in France or be part of a household with tax residence in France for at least two years
- Hold a residence permit stating “Residence card for a family member of an EU/EEA/Swiss citizen”
- Hold a long-term resident card issued by the French authorities
- Be under 18 years old and have parents or legal guardians who hold a resident card
- Have refugee status or subsidiary protection, or be the child or legal ward of someone with this status
- Enrol in a doctoral programme or apply for accreditation to supervise research (HDR)
- Enrol as an exchange student under a partnership agreement
- Hold a French government scholarship (BGF)
- Enrol in a work-study programme (subject to the signing of an apprenticeship contract)
- Have been continuously enrolled in a French public higher education institution or a French as a Foreign Language (FLE) school before the start of the 2019 academic year
- Enrol in a classe préparatoire aux grandes écoles (CPGE)
Extra exemptions decided by the university
In addition to the cases covered by the national framework and in line with the institution’s policy, the board of directors of Paris 1 Panthéon-Sorbonne University voted to grant waivers of differentiated tuition fees in the following situations (see board decisions of 1st December 2025 and 19th February 2026):
- Be an asylum seeker (registered with Ofpra) or a stateless person
- Benefit from temporary protection
- Hold a “DU Passerelle” diploma
- Enrol under an international agreement with a partner university (double degree, off-campus course, joint degree)
- Have been enrolled at Paris 1 Panthéon‑Sorbonne in 2025–2026 and enrol at the same degree level (bachelor’s or master’s)
- Enrol in a gap year (césure)
- Be a national of a country on the UN list of least developed countries (44 countries):
